Under the unified framework of Law 99 of 1993 and Decree 1076 of 2015, an environmental license is legally mandated for any project, work, or activity capable of causing significant degradation to the environment or natural resources. In practice, licenses are required for road infrastructure projects, ports and airports; energy projects such as thermoelectric plants, hydroelectric power plants, transmission lines, and large-scale wind or solar farms; geothermal projects and non-conventional renewable energy projects; mining and hydrocarbons activities; agro-industrial projects; waste and wastewater treatment plants; and works located in areas of special ecological importance.
